Spain denies port call for ship carrying arms to Israel

MADRID, May 16 (Reuters) - Spain has refused permission for an Israel-bound ship carrying arms to call at the southeastern port of Cartagena, Foreign Minister Jose Manuel Albares said on Thursday.
Albares confirmed reports that the Marianne Danica was carrying a cargo of arms to Israel and had requested permission to call at Cartagena on May 21.
He said refusing permission to dock in Spanish ports was consistent with Spain’s policy to ban the exports of all arms to Israel since the outbreak of the war in Gaza in October.
“We have detected this ship, we have refused to allow it to dock, and I can tell you that this will be a consistent policy with any ship carrying Israeli arms and arms cargo that wants to dock in Spanish ports,” Albares told reporters in Brussels.
It was carrying nearly 27 tons in explosive material from India’s Madras, El Pais reported. (...)

Egypt has rejected an Israeli proposal for the two countries to coordinate to re-open the Rafah crossing between Egypt’s Sinai Peninsula and the Gaza Strip, and to manage its future operation, two Egyptian security sources said.
Officials from Israeli security service Shin Bet presented the plan on a visit to Cairo on Wednesday, amid rising tension between the two countries following Israel’s military advance last week into Rafah, where hundreds of thousands of Palestinians displaced by war have been sheltering.
The Rafah crossing has been a main conduit for humanitarian aid entering Gaza, and an exit point for medical evacuees from the territory, where a humanitarian crisis has deepened and some people are at risk of famine. Israel took operational control of the crossing and has said it will not compromise on preventing Hamas having any future role there.
The Israeli proposal included a mechanism for how to manage the crossing after an Israeli withdrawal, the security sources said. Egypt insists the crossing should be managed only by Palestinian authorities, they added.
An Israeli official who requested anonymity said the delegation travelled to Egypt “mainly to discuss matters around Rafah, given recent developments”, but declined to elaborate.
Egypt’s foreign press office did not immediately respond to a request for comment.

Planter 1 milliard d’arbres : comment le plan de #Macron rase des #forêts
Le projet du gouvernement de planter #1_milliard_d’arbres est « une #supercherie », dénoncent des associations. D’après des documents obtenus par Reporterre, il servirait à financer des #coupes_rases et à industrialiser la filière.
L’État plante des arbres pour mieux raser des forêts. C’est la réalité cachée du projet de plantation de 1 milliard d’arbres vanté par Emmanuel Macron. Dix-huit mois après son annonce en grande pompe, au lendemain des incendies de l’été 2022, le plan qui avait pour ambition de « renouveler 10 % de la forêt française » et de « #réparer_la_nature » montre un tout autre visage : les millions d’euros d’argent public déversés dans la filière servent de prime aux coupes rases et transforment des forêts diversifiées en #monocultures_résineuses. Une situation qui inquiète gravement les associations écologistes.
D’après les documents officiels du ministère de l’Agriculture, que Reporterre a pu consulter, 50 millions d’arbres ont déjà été plantés, sur 35 935 hectares. Dans de nombreuses régions, les conditions dans lesquelles se sont déroulés ces chantiers posent problème.
Les documents indiquent que 15 millions de plants d’arbres auraient été replantés sur 10 000 hectares de forêts qualifiées de « pauvres » par le gouvernement. Ces forêts rasées étaient en réalité « saines et bien portantes », assure l’association Canopée, qui a enquêté sur le terrain. Des coupes rases sur 6 500 hectares auraient même été réalisées en zone Natura 2000. Sur ces surfaces dévolues d’ordinaire à la protection du vivant, 1 500 hectares auraient été ensuite plantés exclusivement en #pins_douglas, une essence prisée par les industriels.
Adapter la forêt aux besoins de l’industrie
« On nage en plein délire, s’emporte Bruno Doucet, chargé de campagnes au sein de l’association. Alors même qu’il y a urgence à préserver les forêts, on les rase pour les transformer en #champs_d’arbres. » Les associations écologistes dénoncent un « coup de communication » et « un projet mégalomane ». Le milliard d’arbres plantés aurait vocation non pas à aider la forêt à affronter le dérèglement climatique, mais à l’adapter aux besoins de l’#industrie. « Si tous les arbres du plan “1 milliard d’arbres” sont plantés dans les mêmes conditions, cela signifierait que 200 000 hectares de forêts saines et vivantes seraient rasés d’ici 2032 », ajoute-t-il.
« La #biodiversité a peu à peu été rejetée au second plan pour prioriser la #récolte_de_bois et les #fonctions_productives de la forêt », regrette de son côté Christophe Chauvin, pilote du réseau forêt à France Nature Environnement (FNE). En septembre 2023, plusieurs ONG écologistes [1] alertaient déjà sur les dérives en cours. « La stratégie s’est éloignée de l’enjeu qui en a initié l’élaboration », écrivaient-ils dans un rapport. « La restauration des écosystèmes » et le « renforcement de la résilience des forêts » ont été délaissés au profit d’une logique simpliste et comptable qui privilégie « les #plantations_en_plein », c’est-à-dire les #plantations après coupes rases, prévenaient-ils.
« Plutôt que de protéger les peuplements existants, en les enrichissant et en travaillant avec finesse, les industriels préfèrent tout couper pour les substituer à d’autres essences, du #résineux majoritairement, qu’ils jugent plus résistant et plus intéressant économiquement », observe Christophe Chauvin.
Plus de 80 % des arbres sont plantés après une coupe rase
Selon un rapport du Conseil supérieur de la forêt et du bois, un organisme ministériel, les plantations en plein, donc après coupes rases, représenteraient près de 80 % des opérations à effectuer pour atteindre la cible du milliard d’arbres, et donc se feraient en lieu et place d’anciennes forêts. Seuls 7 % des arbres plantés viendraient s’ajouter aux forêts existantes, principalement sur des terres agricoles abandonnées. À TF1, le ministère de l’Agriculture a tenu à préciser que « l’objectif du milliard d’arbres ne visait pas à créer de nouvelles forêts, mais bien à renouveler celles déjà existantes ».
« #Renouveler », ou plutôt « #transformer » la forêt et « #abattre » des parcelles entières pour y #replanter de jeunes arbres. Ce que le ministère assume auprès de Reporterre : « France Relance s’adresse à des forêts malades ou non adaptées au changement climatique. Il est donc normal que les plantations en plein soient très majoritaires. Les coupes rases sont essentiellement sanitaires », assure-t-il.
Les grandes #coopératives_forestières en embuscade
Concrètement, 35 935 hectares ont été replantés de 2021 à 2023 pour un coût de 150 millions d’euros, d’après la Direction générale de la performance économique et environnementale des entreprises (DGPE). Le #pin_maritime et le #douglas ont été les principales essences replantées sur d’anciennes #forêts_feuillues et les plantations après coupes rases ont représenté 32 046 hectares (soit 89 % de la surface totale). Ces chantiers lourds et coûteux ont été portés en grande majorité par les coopératives forestières, des entreprises qui plaident pour l’#industrialisation de la filière.
« Ce plan favorise une logique prométhéenne »
Selon le document de la DGPE, les #coopératives ont capté plus du tiers des #subventions totales, le reste est allé aux particuliers et aux propriétaires (parfois eux-même en lien avec des coopératives). « Le #plan a constitué un effet d’aubaine pour asseoir leur #modèle_productiviste. Ces acteurs se sont accaparé l’argent public pour leur business », dénonce Bruno Doucet. La plus grande coopérative, #Alliance_Forêts_Bois, critiquée pour ses méthodes destructrices des écosystèmes, a même perçu 10 % des subventions. C’est en #Nouvelle-Aquitaine, dans la forêt des #Landes — où l’entreprise est hégémonique —, qu’il y a d’ailleurs eu le plus de #reboisements. À l’inverse, les experts et gestionnaires indépendants qui privilégient souvent d’autres méthodes sylvicoles plus proches de la nature n’ont reçu que des miettes. Ils ne représentent que 7 % des dossiers soutenus par les pouvoirs publics.
« Ce plan favorise une logique prométhéenne, soutient Christophe Chauvin, c’est une négation de l’#écologie et de ses équilibres. On croit à la toute-puissance de l’intervention humaine et à celles des machines. C’est soit naïf, soit complètement opportuniste. »
« Si une forêt est pauvre, il faut l’enrichir, pas la détruire »
Au cœur des polémiques résident les critères d’attribution de ces #aides. Pour être éligible aux #subventions et pouvoir replanter sa forêt au nom du milliard d’arbres, il faut que son peuplement soit considéré comme « dépérissant »,« vulnérable » ou « pauvre ».
Pour l’État, un « #peuplement_dépérissant » est une forêt où 20 % des arbres seraient morts après une catastrophe naturelle ou une attaque de pathogènes. Une forêt « vulnérable » est une forêt que l’on suppose menacée à terme par le réchauffement climatique avec des essences jugées fragiles comme le châtaignier ou le hêtre. Tandis qu’un peuplement est considéré comme « pauvre », lorsque sa valeur économique est inférieure à 15 000 euros l’hectare, soit environ trois fois son coût de plantation.
Ces définitions font l’objet de vifs débats. Les ONG écologistes jugent trop faible le curseur de 20 % pour un peuplement dépérissant. Par exemple, dans une forêt composée à 80 % de chênes sains et à 20 % d’épicéas attaqués par des scolytes, le propriétaire pourrait légalement tout raser, toucher des subventions et dire qu’il participe au grand projet du milliard d’arbres.
Les peuplements dits « vulnérables » suscitent aussi des controverses. Sans nier les conséquences du réchauffement climatique sur les forêts — la mortalité des arbres a augmenté de 80 % en dix ans —, la vulnérabilité d’un massif reste très difficile à établir. Elle dépend de multiples facteurs et repose aussi sur le scénario climatique auquel on se réfère, à +2 °C, +4 °C, etc.
« Il faut être vigilant quant à ces projections, prévient Marc Deconchat, directeur de recherche à l’Institut national de recherche pour l’agriculture, l’alimentation et l’environnement (Inrae). On ne sait pas exactement comment les essences vont survivre ou non. On connaît encore mal leur capacité d’adaptation et d’évolution génétiques. »
Les modèles qui prédisent une migration vers le nord de certaines essences d’arbres indigènes ou leur disparition reposent sur des moyennes générales, avec des échelles parfois très grossières. « Quand on regarde de manière plus subtile, en prenant en compte les variations de pente, le type de sol ou d’orientation au soleil, le risque de disparition est très variable, affirme Marc Deconchat. Ce ne sont d’ailleurs pas uniquement les essences qui sont en cause, mais aussi le mode de #sylviculture qui leur est associé. »
Un exemple de #maladaptation
C’est surtout le terme de « #peuplement_pauvre » qui provoque l’ire des écologistes. Cette expression servirait de prétexte pour tout ratiboiser. Selon les calculs de plusieurs forestiers et écologistes, près de 95 % des forêts françaises auraient une valeur sur pied inférieur à 15 000 euros l’hectare. Avec ce critère, quasiment toute la forêt métropolitaine pourrait donc être considérée comme pauvre et être remplacée par des plantations.
Dans un documentaire, le journaliste Hugo Clément montre comment des parcelles de forêts #feuillues diversifiées considérées comme pauvres ont été rasées, partout à travers la #France, avec ce type d’argumentaire. Le #bois a été transformé en #broyat pour partir ensuite en fumée, nourrir des chaudières ou faire de l’électricité. « C’est une supercherie, un non-sens écologique et climatique. Une forêt pauvre, il faut l’enrichir, pas la détruire », enchérit Christophe Chauvin.
Les défenseurs de l’environnement craignent que ce plan de 1 milliard d’arbres ne soit finalement qu’un exemple de maladaptation au changement climatique. Ils rappellent que les #monocultures sont plus fragiles que les vieilles forêts face aux aléas naturels. 38 % des plantations de jeunes arbres sont morts l’an dernier à cause de la sécheresse. La coupe rase est aussi décriée pour ses conséquences climatiques. « Elle est à éviter autant que possible et ne doit être utilisée qu’en dernier recours », déclare le climatologue Philippe Ciais. Dans une expertise scientifique commandée par le ministère de la Transition écologique, soixante-dix chercheurs affirment que « les principaux effets des coupes rases sur le milieu physique et chimique sont généralement négatifs et globalement bien documentés, notamment sur la structure, la fertilité et le stockage de carbone des sols, la biodiversité, l’érosion ou encore la qualité des cours d’eau ».
« Dans une période de restriction budgétaire où le ministre de l’Économie appelle à faire la chasse aux dépenses inutiles, on peut se demander légitimement si ce plan n’en fait pas partie », déclare Bruno Doucet. Jusqu’à 2032, l’État souhaite mobiliser 8 à 10 milliards d’euros pour planter son milliard d’arbres.

Lily Greenberg Call announced her resignation from the Biden administration on Wednesday over the ongoing US support for Israel’s war on Gaza, becoming the first Jewish-American political official to resign in protest against the war.
Greenberg Call, who was serving as special assistant to the chief of staff at the interior ministry, sent a letter of resignation to Secretary of Interior Debra Haaland on Wednesday afternoon.
In her letter, which was shared with Middle East Eye, Greenberg Call said: “I can no longer in good conscience continue to represent this administration amidst President Biden’s disastrous, continued support for Israel’s genocide in Gaza”.
“What I have learned from my Jewish tradition is that every life is precious. That we are obligated to stand up for those facing violence and oppression, and to question authority in the face of injustice,” she said.
Greenberg Call previously worked on the presidential campaign for Vice President Kamala Harris before moving on to work on the Joe Biden presidential campaign in 2020. (...)

The good news is - actions like this by the USA or European countries taken under pressure from the pro-Israeli lobby or Israel itself smell of sheer panic and desperation in reaction to Israel’s becoming very soon a pariah state with all the implications of such a status.

In the shadow of what many Palestinians are describing as a second Nakba in Gaza, around 15,000 Palestinian citizens of Israel participated in the 27th annual March of Return on Tuesday. After gathering in the northern city of Shefa-Amr, participants marched to the site of Hawsha and Al-Kasair, Palestinian villages that were forcibly depopulated during the Nakba of 1948 and subsequently destroyed.
Although Nakba Day is officially marked on May 15, the March of Return is held every year on Israel’s Independence Day, under the slogan “Their independence is our Nakba.” In recent years, the march has become the central mobilizing event for Palestinian citizens of Israel, uniting all groups and political forces. It is organized by the Committee for the Defense of the Rights of the Internally Displaced Persons in Israel, which selects one of the more than 600 Palestinian localities uprooted by Zionist or Israeli militias in 1947-49 as the march’s destination.

The University Network for Human Rights on Wednesday released and sent to United Nations offices a 105-page report that it called “the most thorough legal analysis” yet to find “Israel is committing genocide” against Palestinians in the Gaza Strip.
The network partnered with the International Human Rights Clinic at Boston University School of Law, the International Human Rights Clinic at Cornell Law School, the Center for Human Rights at the University of Pretoria, and the Lowenstein Human Rights Project at Yale Law School for the analysis, which draws from “a diverse range of credible sources” and the territory’s history.
“After reviewing the facts established by independent human rights monitors, journalists, and United Nations agencies, we conclude that Israel’s actions in and regarding Gaza since October 7, 2023, violate the Genocide Convention,” the report states. “Israel has committed genocidal acts of killing, causing serious harm to, and inflicting conditions of life calculated to bring about the physical destruction of Palestinians in Gaza, a protected group that forms a substantial part of the Palestinian people.”
As of May 1, Israel’s assault had killed “more than 5% of Gaza’s population, with over 2% of Gaza’s children killed or injured,” the analysis notes. In recent days, Israeli forces have ramped up their attack on Rafah—where over a million people from other parts of the besieged enclave sought refuge—and the total death toll has risen to 35,233, according to Gaza health officials, with another 79,141 Palestinians injured.
“Israel’s military operation has destroyed up to 70% of homes in Gaza, and has decimated civilian infrastructure, including hospitals, schools, universities, U.N. facilities, and cultural and religious heritage sites,” the document says, noting the “staggering” number of forced displacements. “Civilians in Gaza face catastrophic levels of hunger and deprivation due to Israel’s restriction on, and failure to ensure adequate access to, basic essentials of life, including food, water, medicine, and fuel.”
“Israel’s genocidal acts in Gaza have been motivated by the requisite genocidal intent, as evidenced in this report by the statements of Israeli leaders, the character of the state and its military forces’ conduct against and relating to Palestinians in Gaza, and the direct nexus between them,” the publication continues, pointing to comments from “officials at all levels of Israeli government, up to and including” Prime Minister Benjamin Netanyahu.
Israel has faced mounting allegations of genocide since launching its retaliation for the Hamas-led October 7 attack—including an ongoing South Africa-led case at the International Court of Justice (ICJ), which found in January that the country is “plausibly” committing genocide.

Ce qui se passe cette semaine dans la bande de Gaza, même si c’est noyé dans le paysage désormais habituel de cette guerre, n’est vraiment pas banal. La semaine dernière, le Hamas a accepté la proposition de cessez-le-feu proposée par l’Égypte et le Qatar. Pas Israël. Le jour même, les forces armées israéliennes sont plutôt entrées dans la ville de Rafah. Elles ont aussitôt bloqué le seul point d’entrée et de sortie de la bande de Gaza pour l’assistance humanitaire. Un immense mouvement de population, qui ne représente toutefois qu’une fraction des personnes s’étant réfugiées à Rafah depuis des mois, s’est alors mis en branle pour la fuir. Même s’il n’y a littéralement nulle part où aller.
Gaza polarise. « C’est délicat », « c’est complexe », on n’ose pas. Mais il faut aujourd’hui avoir le courage. Il ne s’agit pas ici d’être pro-Israël ou pro-Palestine et de camper sur nos positions respectives. Celles et ceux qui survivent actuellement à Gaza, ceux et celles qui sont morts aussi, sont des personnes, des êtres humains.
Nous avons décidé, comme humanité, notamment par le biais du droit international, que de tels massacres n’étaient pas permis, que la famine comme arme de guerre était inadmissible, que la destruction de tout et de toutes n’était pas un moyen légal de se faire la guerre, que personne, pas même un État souverain, ne pouvait vider et raser un territoire. Nous nous sommes mordu les doigts pour les massacres coloniaux, l’Holocauste, le génocide au Rwanda. Nous nous sommes levés pour dénoncer la torture à Guantánamo et les crimes de guerre en Syrie et en Ukraine.
Ce qui se passe à Gaza, et la façon dont ça se passe depuis des mois, n’est pas acceptable. Nonobstant le Hamas, nonobstant les attaques du 7 octobre : parce que ce n’est pas comme ça qu’on fait la justice ni la paix. Même les guerres ont des règles, même les États doivent les respecter, et les humains restent des humains, dont la vie et la dignité doivent être protégées. Levons-nous, élevons notre humanité pour l’affirmer ensemble, au-delà des divisions politiques. Soyons les vigiles que nous nous devons d’être, ayons aujourd’hui le courage de regarder Gaza, ses enfants, ses femmes et ses hommes, et d’affirmer bien haut que ce n’est pas la tournure que nous voulons donner à l’histoire.

By December, the two international institutions used by governments around the world to determine when famine is occurring – the Integrated Food Security Phase Classification and the Famine Early Warning Systems Network – had come to the same conclusion: famine was imminent, and threatened more than one million people.
Mr Konyndyk, who led USAID’s Office of Foreign Disaster Assistance for three years, said those warnings should have compelled the White House to act urgently. If the same conditions were appearing in most other countries in the world, he said, it would have. But the US had stubbornly refused to do anything that would hamper Israel’s war effort.
“When the warnings start signalling that risk, there should be a forceful reaction, both on the relief aid front and on the diplomatic front,” he said. “Nothing about the Biden administration’s response to the December famine forecast demonstrated that kind of hard pivot toward famine prevention.”
What followed was a pattern of defence, deflection and outright denial from the White House.
Under questioning from The Independent, Biden administration spokespersons have routinely highlighted Mr Biden’s repeated requests for the Israeli government to open up more crossings to aid, and pointed to temporary increases in aid trucks entering Gaza as proof of what they describe as his effectiveness.
What was left unsaid by those Biden aides was the fact that those piecemeal influxes of aid were not consummate to the scale of the crisis. Hunger continued to spread, and still the White House refused to use its leverage by threatening to condition military aid.

“Behind the scenes, my impression is that the Biden administration was pushing Israel to resume opening crossings to aid. But it was this posture of pretty extensive deference to how Israel was choosing to fight the war, while continuing to supply it with arms and not putting any real conditions on that,” Mr Konyndyk said.
A spokesperson for the White House National Security Council said: “Since the beginning of this conflict, president Biden has been leading efforts to get humanitarian aid into Gaza to alleviate the suffering of innocent Palestinians who have nothing to do with Hamas.”
“Before the president’s engagement, there was no food, water, or medicine getting into Gaza. The United States is the largest provider of aid to the Gaza response. This is and will continue to be a top priority to address dire conditions on the ground since much more aid is needed,” the spokesperson added.
Inside USAID, career civil servants with extensive experience were horrified by the lack of urgency from their politically appointed leaders.
Internal USAID documents seen by The Independent showed that staff were passing their concerns about the lack of action up the chain to USAID administrator Samantha Power and other senior leaders in the form of letters and internal dissent memos, often to no avail.
“What was surprising to me, and deeply disappointing, was the fact that we were hearing nothing about imminent famine in Gaza,” said a USAID staffer, who asked to remain anonymous because they are still employed by the agency.

Dissent memos – a kind of sanctioned internal protest through a dedicated channel for offering critical feedback on policy – are relatively rare in USAID compared with the state department. However, the USAID staff member said they were aware of at least 19 memoranda being sent in objection to the lack of action by the agency – and the government – over the looming famine.
Mr Konyndyk described it as “an extraordinary number,” and noted that he didn’t recall encountering a single dissent memo at USAID during his more than five years there under Mr Obama and Mr Biden.
By mid-January, aid agencies on the ground in Gaza were issuing desperate pleas for a humanitarian ceasefire so that food supplies could be delivered. The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) reported that 378,000 people in Gaza were facing catastrophic levels of hunger, and all 2.2 million people in Gaza were facing acute food insecurity.

“This is a population that is starving to death, this is a population that is being pushed to the brink,” the World Health Organisation’s emergencies director Michael Ryan said at a press conference on 31 January.
The same day Mr Ryan described Gaza’s grim outlook, White House national security communications adviser John Kirby defended the Biden administration’s decision to suspend aid to UNRWA. Mr Kirby denied that cutting off assistance to the UN entity with the largest footprint in Gaza would have a detrimental effect on the humanitarian situation there, and instead claimed that the US was “working so hard to get more [humanitarian] assistance into the people of Gaza”.
Even at this point, the White House was focused on giving Israel everything it needed to win its war against Hamas.
UNRWA loses ability to function
Hunger spread rapidly over the next month as the war raged on. On 27 February, three senior United Nations officials told a security council that at least 576,000 people were now “one step away from famine”.
“Unfortunately, as grim as the picture we see today is, there is every possibility for further deterioration,” Ramesh Rajasingham, director of UN’s OCHA, told the chamber.
In one of the most deadly massacres of the conflict, dozens of Palestinians desperately trying to access supplies were killed after Israeli troops fired on a crowd collecting flour from aid trucks on 29 February near Gaza City. The Israeli army initially blamed a stampede for the chaos, but in a later review claimed that Israeli forces “did not fire at the humanitarian convoy, but did fire at a number of suspects who approached the nearby forces and posed a threat to them.”
“During the course of the looting, incidents of significant harm to civilians occurred from the stampede and people being run over by the trucks,” the Israeli army review added. More than 100 Palestinians were killed trying to access aid that day.
Before the war, UNRWA, the largest UN agency working in Gaza, provided and distributed the basic necessities for people to survive in the blockaded territory, such as food, medicine and fuel. The US was by far the largest donor to UNRWA, contributing nearly half the agency’s yearly operating budget.

But the US suspended that funding following allegations by Israel that some 12 UNRWA employees were involved in the 7 October attack and around 10 per cent of its staff had ties to militants. (An independent review led by former French foreign minister Catherine Colonna later found that Israel has yet to provide any supporting evidence of these claims.)
By the end of February, UNRWA said Israel had effectively banned it from entering the north of Gaza.
At least 188 of its staff had been killed since the beginning of the war, more than 150 of its facilities were hit – among them many schools – and more than 400 people were killed “while seeking shelter under the UN flag”, the organisation said.
